Middlesex County Adult Substance Abuse Program

After many years in the planning, the Adult Substance Abuse Program (ASAP) at the Middlesex County Adult Correction Center was born on October 1, 2001.  It was a new, bold venture unlike any other in the State of New Jersey.  It was created with the cooperation and support of the Middlesex County Board of Chosen Freeholders, Middlesex County Corrections Department, the New Jersey Judiciary, and the University of Medicine and Dentistry of New Jersey (UMDNJ).

The purpose of the program is to give qualified, properly motivated drug dependent people at the county jail a chance at life by taking the valuable hours, days, weeks and months where the inmates lives are basically on hold and give them an opportunity to get their lives back on track.

ASAP has paid rich dividends in its short existence, not only to the residents of the program, but to the community as well.  There are now over one hundred and fifty (150) graduates of ASAP.

If succcess is measured in terms of graduating from the program and then going on to either an in-patient or out-patient program and doing well, and remaining clean in that program, then ASAP has a success rate of over 60%.  The recidivism rate (graduates who have been arrested for committing another crime) of less than 5%.  Many of the program's graduates are out in the workforce receiving a paycheck, supporting their dependents and paying taxes rather than being a drain on society by being incarcerated in the county jail.

The program has been fortunate to receive a substantial grant from the Rober Wood Johnson Foundation that has kept the program going.  A counselor for the women's section of the jail is being planned.

In September of 2003, the first reunion of graduates was held at the Hyatt Regency in New Brunswick.  Over twenty graduates were in attendance.  On November 17, 2003, the program celebrated its second anniversity with many graduates and supporters in attendance.

The program is seeking additional financial support.  ASAP is the only judicially run jail-based program in New Jersey.
